About ciNE65

ciNE65 aims to capture our Singapore identity through the lenses of budding filmmakers.

ciNE65 is a short film competition that seeks to establish itself as another platform for Singaporeans and those living in Singapore to express and embrace the Singapore identity.

 

Launched in July 2011 by Nexus, it encourages aspiring film-makers to tell what the Singapore story means to them. Through ciNE65, Nexus hopes to harness the potential of short films to touch the hearts and minds of Singaporeans.

 

The word "cine" means film while the number "65" connotes all things Singaporean - from our year of independence in 1965 to our international dialing code (+65). 

The logo is represented by three colours - red, black and white.

Red symbolises passion and dynamism. The letters "N" and "e" (the abbreviation for National Education), in red, signify the hope that through producing and viewing the films in this competition, Singaporeans will embrace the Singapore identity with passion and be spurred to action for themselves, for others, for the nation. 

The Black-and-White colour combination of the film strip reflects the timeless nature of film as a powerful medium that touches hearts and minds. It also represents our vision of establishing ciNE65 as an enduring and premium film competition that makes a positive difference to Singapore.

Judging Criteria


A select jury comprising film industry professionals and partners of ciNE65 will judge each film based on the following criteria.

  • Relevance to Theme
      The film should reflect the theme "ciNE65" and capture the Singapore story.
  • Ability to convey ideas
      The film should be effective in engaging and encouraging viewers to reflect on the messages behind the story.
  • Execution & Treatment
      The technical execution of the film should be effective. This includes quality visuals, sound design and audio integration, lighting and camera positioning, and other relevant aspects that contribute to a positive viewing experience.
  • Originality
      The film should be presented in a unique manner through the use of creative film making techniques, imaginative writing and directing, and an original plot.
  • Emotive Impact
      The film should elicit an emotional response and leave a lasting impression.

Participation Guidelines


Eligibility:

  1. There are two categories in this competition:

     

    1. Student Category

       

      • Full-time students, both Singaporean and non-Singaporean, who are studying in a local educational institution at the point of registration, are eligible to participate.
      • Overseas Singaporeans who are studying full-time in an educational institution abroad, at the point of registration, are eligible to participate.
      • Non-Singaporean students studying in other countries are not eligible to participate.
      • Clear indication of where one is based must be provided during the registration phase of the competition.
      • Students can participate as an individual or as a team, with each team not exceeding six (6) members.
      • Students can only be a member of one team.
    2. Open Category

       

      • Only Singaporeans (including overseas Singaporeans) and non-Singaporeans residing in Singapore are eligible to participate in this category.
  2. Students who wish to participate in the Open category, or both categories, are welcome to do so. Those who wish to participate in both categories have to submit a different film for each category, i.e., each entry can only be submitted for ONE category.

 

Entries:

  1. Submitted films should be original and revolve around the theme "ciNE65" for this competition. Through this theme, film-makers are encouraged to capture and reflect their take on the Singapore story. Participants may wish to refer to the judging criteria as a guide.
  2. Each short film must adhere to the given theme and be no longer than 3 minutes in duration (including opening and ending credits).
  3. All film submissions must be original and produced in high definition (HD) quality.
  4. All films submitted cannot have been submitted for other film competitions before.
  5. The submission should not be used to promote or advertise a commercial product or event, nor must it contain, or be connected with, any obscene, blasphemous, libellous, offensive, pornographic or otherwise unlawful or inappropriate material or activity. The Organiser reserves the right to disqualify entries and remove submissions that contain, or are connected with, any such material or activity, without prejudice to any other action that may be taken in connection with such submission.
  6. All non-English submissions must be sub-titled in English.
  7. Submissions can only contain material (for example, music or pictures) that the participant has the legal rights to use, and which the participant can further grant rights to the Organiser and the Government to use in any way connected with the Competition, or for any other NE programme or purpose. Accordingly, the Organiser reserves the right to remove and disqualify any entry or submission which breaches the law, including provisions of the Copyright Act.
  8. Each team is responsible for providing its own funding, equipment and facilities when producing its film/s.
  9. No submission fee is required.
  10. Participants must submit their entries to YouTube and tag the video with 'ciNE65'. Please indicate your submission title as "ciNE65_title of your film". Following this, participants have to submit the link via the ciNE65 website.
  11. The Organiser will host the video entries on YouTube. YouTube is not a sponsor of the Competition and has no responsibility or liability regarding the conduct or administration of the Competition.
  12. Participants can also choose to submit "behind-the-scenes" footage, no longer than 3 minutes, for an opportunity to be featured on marketing collaterals for ciNE65. Participants must submit their footage to YouTube and tag the video with 'ciNE65'. Please indicate your submission title as "ciNE65_title of your film_behind-the-scenes". Following which, participants have to submit the link via the ciNE65 website. The "behind-the-scenes" footage will not be considered for any prizes.
  13. If your film is shortlisted as a finalist entry, you are required to send in (1) an editable and (2) a high-resolution version of the film on DVD in the following format:

     

    • Video Format: PAL
    • Aspect Ratio: 16:9 / 1.78:1 (Non-Anamorphic)
    • Minimum Resolution: 720p
    • Codec: H.264
    • Bitrate: 5 mbps minimum
    • Container Format: .MOV (Mac) or .AVI (Win)
  14. The DVD must be clearly labeled with the team name and the film title.
  15. The Organiser will not be responsible for any loss, damage or misplacement of entries before or during delivery. Proof of postage shall not be accepted as proof of delivery.
  16. The Organiser reserves the right to:

     

    • Disqualify any entry that is deemed to contain any undesirable material,
    • Edit any entry with the intention to fine-tune the technical quality, without altering the story or intent of the Producers for the purposes of broadcast, and/or
    • Use the winning and accepted entries for any publicity, marketing and National Education purposes. The copyright of the works will remain with the film-makers. However, due credit will be accorded to the relevant film-makers should the Organiser use their films.
  17. All submissions are non-returnable.

 

Workshops & Mentorship:

  1. Participants are given the option to register and attend the respective workshops at a nominal fee and on a first-come-first-served basis. Priority registration will be given to the participants of the Student Category.
  2. All participants will have access to online coaching and instructional tips on film making upon registration at the website.

 

Judging & Awards:

  1. There are two award categories: Jury's Choice Awards and Audience's Choice Awards. Jury's Choice Awards comprise seven awards each for the Student and Open Category, and the Audience's Choice Awards comprise three awards. Only entries shortlisted by the Selection Panel will qualify for the award/s.
  2. An entry may be nominated for more than one award. A winning entry for any award will still be eligible for other prizes that it is nominated for.
  3. Jury's Choice Awards: The winners for these awards will be 100% determined by a panel set up by the Organiser. To be eligible for the Jury's Choice Awards, the submission must meet the criteria set out by the Organiser; this being originality, relevance to theme, ability to convey your idea/message and emotive impact of the video, and execution and treatment of the video. For the avoidance of doubt, the Organiser reserves the sole right to determine if the submission meets the criteria, and will do so, with the collaborative input of the judging panel in accordance with these Terms and Conditions, and where appropriate, through any other means it chooses at its sole discretion.   4. Audience's Choice Awards: The winners of these awards will be 100% determined by the total number of votes the submission received from the members of the voting public over the voting period (to be advised at a later date). Supporters can vote by clicking on a "Vote" button located next to every shortlisted entry. Members of the voting public are limited to one vote (based on their registered email address) per video. The Organiser reserves the right to remove votes cast in significant blocks, either by technical enhancements, or otherwise, that unfairly influence the outcome of the voting.   5. No cash equivalent or alternative prizes will be given and the prizes are non-transferrable and non-exchangeable. However, the Organiser reserves the right to substitute, add or alter any item on the list of prizes offered due to circumstances beyond its control without any prior notice. The list of prizes, as updated by the Organiser, will be published on the Competition website.
  6. All winners will be notified via email or contact number provided in the registration form. Winners will be solely responsible for collecting their prizes at the Awards Ceremony, details of which will be advised later. All prizes not collected by 30 December 2011, may be forfeited by the Organiser, without further recourse by the winner of that prize. At the discretion of the Organiser, all unclaimed prizes will be redistributed to charity organisations or returned to the respective sponsors.
  7. Without prejudice to any other provision of the Terms and Conditions, the decision of the Organiser on the prize to be awarded to any winner is final, and no correspondence pertaining to the decision will be entertained.


Terms & Conditions

  1. ciNE65 (hereinafter known as "the Competition") is organised by Nexus (hereinafter known as "the Organiser") and is open to both Singaporeans and non-Singaporeans residing in Singapore. Participants under the age of 18 are required to seek permission from their parents or legal guardian prior to their participation in the Competition.
  2. The Competition runs from 5 July to 2 October 2011. All entries must be submitted by 1200hrs on 2 October 2011 to be considered for prizes.
  3. Employees of the Organiser, as well as their immediate family members, are eligible to participate, but their submissions will NOT be eligible for any of the prizes.
  4. All costs or expenses (if any) incurred by any participant in participating in the Competition shall be solely borne by that participant. The Organiser shall not be, in any way whatsoever, liable or responsible for any such cost or expenses.
  5. Only entries with complete and accurate information will be accepted and be deemed as eligible for the Competition.
  6. Without prejudice to any other provision of the Terms and Conditions, the Organiser reserves the right to disqualify any participant for failure to abide by any of the Terms and Conditions set out herein, or for submitting false, inaccurate or incomplete information, or for any other reasonable cause, without first informing the participant and without being liable in any way whatsoever for any loss, expense, cost or damages suffered or incurred in connection with the Competition or resulting from such disqualification.
  7. In addition, and without prejudice to any other provision of the Terms and Conditions, the Organiser reserves the right, without any liability on its part whatsoever, to:
    1. Modify, suspend, postpone or cancel this Competition without prior notice, in the event that the platform becomes technically corrupted or unsuitable for use, or for any other reason whatsoever, and
    2. Amend the Terms and Conditions of the Competition, or make prize substitutions at any time without prior notice.
  8. Each participant warrants that:
    1. He/She is the creator and exclusive owner of the contents of the submission, submitted for the Competition, and that he/she has full power and ability to agree to these Terms and Conditions and to give the warranties and grant the rights as stated in these Terms and Conditions.
    2. The contents of the entry submitted for the Competition, are original works of that participant, and that they do not contain, nor are they connected with, any obscene, blasphemous, libellous, offensive, pornographic or otherwise unlawful or inappropriate material or activity, and the exploitation of any Intellectual Property Rights connected with the submission will not infringe the copyright or any other rights of any third party.
    3. The information, details and particulars submitted by him/her to the Organiser are true, accurate and complete.
  9. Without prejudice to any other Terms or Conditions set out herein, each participant understands and agrees that by participating in the Competition, he/she expressly consents to:
    1. Grant a cost-free, perpetual, irrevocable, worldwide and non-exclusive licence to the Government of the Republic of Singapore (hereafter "the Government") and to the Organiser to reproduce, publish, publicly perform, communicate to the public, adapt, and use the contents of the submission, including any picture(s) and or original musical score contained within the short film(s) submitted for the Competition, in any way whatsoever, whether in whole or in part, in connection with National Education (NE) programmes or purposes, on any media platform. The copyright of the works will remain with the film-makers. Due credit will be accorded to the relevant film-makers should the Organiser use their films for NE programmes or purposes.
    2. The Organiser's right to remove and disqualify any entry or submission which breaches the law, including provisions of the Copyright Act.
    3. The public disclosure, publication, display or use of his/her particulars including his/her name, picture, photograph and identification card number, by the Organiser, including use for any advertising or publicity purposes in connection with the Competition, or any other NE programmes or purposes.
    4. Receive NE-related information.
    5. Be bound by the Terms and Conditions of this Competition, including all amendments, additions, replacements and modifications as may be made from time to time by the Organiser.
  10. Should any dispute arise in connection with the Competition or these Terms and Conditions, the decision of the Organiser will be final.
