In support of the Singapore Bicentennial in 2019, the theme "Singapura" calls on film-makers to reflect on the stories that our past generations have shared that make us Singaporean and how we want these stories to live on for future generations to come, through a 3-minute film.

From as far back as we can trace our ancestry, each of us has a story to tell. Each story a piece of the history of how this land in which we live became a nation and how we became Singaporean. Tell us your story. What did your forefathers pass down to you, and what will you want your future generations to know? What does Singapura mean to you most?


1) This competition is open to all Singaporeans1.

2) You can participate as an individual or as a team:
  • Each team should not exceed six (6) core members
  • Each team should comprise of at least one (1) Singaporean
  • Individual participant must be a Singaporean

3) There are two categories – Student Category and Open Category in this competition. You can find out if you are eligible for the category below for the competition below:


  • Full-time students, who are studying in a local educational institution at the point of registration, are eligible to participate in this category.
  • Overseas Singaporeans, who are studying full-time in an educational institution abroad, at the point of registration, are eligible to participate in this category.
  • Non-Singaporeans studying in other countries are not eligible to participate.
  • Clear indication of where one is based must be provided during the registration phase of the competition.
  • Submission from a team with all in the same school will go into the tabulation of scores for the Inter-School Challenge Trophy.


  • All Singaporeans (including overseas Singaporeans) are eligible to participate in this category. Non-Singaporeans residing in Singapore are welcome to be part of the team.
  • Students who wish to participate in the Open category, or both categories, are welcome to do so. Those who wish to participate in both categories have to submit a different film for each category, i.e., each entry can only be submitted for ONE category. However, do note that entries submitted by students under Open category will not be considered for the Inter-School Challenge Trophy.
  1. Submitted films should be original and incorporate the theme “Singapura” for this competition. Participants may wish to refer to the judging criteria as a guide.
    Singaporeans refer to Singapore Citizens and PRs (including overseas Singaporeans). Non- Singaporeans residing in Singapore are welcome to be part of the team.
  2. Each short film must adhere to the given theme and be no longer than 3 minutes in duration (including opening and ending credits).
  3. All film submissions must be original and produced in high definition (HD) quality.
  4. All films submitted cannot have been submitted for other film competitions before.
  5. All films must be submitted by 18 March 2019, 1200 hrs.
  6. The submission should not be used to promote or advertise a commercial product or event, nor must it contain, or be connected with, any obscene, blasphemous, libellous, offensive, pornographic or otherwise unlawful or inappropriate material or activity. The organiser reserves the right to disqualify entries and remove submissions that contain, or are connected with, any such material or activity, without prejudice to any other action that may be taken in connection with such submission.
  7. All non-English submissions must be subtitled in English.
  8. Submissions can only contain material (for example, music or pictures) that the participants have the legal rights to use, and which participants can further grant rights to the Organisers and the Government to use in any way connected with the Competition, or for any other National Education programme or purpose. Accordingly, the Organisers reserve the right to remove and disqualify any entry or submission which breaches the law, including provisions of the Copyright Act.
  9. Each team is responsible for providing its own funding, equipment and facilities when producing its film(s).
  10. No submission fee is required.
  11. Participants must submit the link to their entries by completing the online submission form on cine65 website (cine65.sg). A password protected online screener or preview link is required. Please enable the downloadable function of the online link, and to ensure that the link is accessible to the organisers until till 30 Apr 2019.
  12. If your film is shortlisted as a finalist entry, you are required to send in (1) an editable and (2) a high-resolution digital file of the film via online (Google Drive, WeTransfer or DropBox) or on a hard disk/thumb drive in the following format:

    Minimum Resolution: 720p
    Codec: Apple Pro Res 422 HQ or H.264
    Bitrate: 5 mbps minimum
    Container Format: .MOV (Mac) or .MP4
  13. The film file must be clearly labelled with the team name and the film title.
  14. The Organisers will host the video entries on YouTube. YouTube is not a sponsor of the Competition and has no responsibility or liability regarding the conduct or administration of the Competition. The participant will receive an email confirmation of the submission within 3 working days, with a unique URL that connects straight to his/her submission.
  15. Participants are encouraged to submit a trailer (less than 1 min) and “behind-the-scenes” footage (no longer than 3 minutes), for an opportunity to be featured on marketing collaterals for ciNE65. Participants can submit the link to the trailer or/and “behind-the scenes” footage together with the submitted entry in the same online submission form on ciNE65 website (cine65.sg). Please note that the trailer and76 “behind-the-scenes” footage will not be considered for any prizes.
  16. The Organiser will not be responsible for any loss, damage or misplacement of entries before or during delivery. Proof of postage shall not be accepted as proof of delivery.
  17. The Organiser reserves the right to:
    • disqualify any entry that is deemed to contain any undesirable material,
    • edit any entry with the intention to fine-tune the technical quality, without altering the story or intent of the Producers for the purposes of broadcast, and/or
    • use the winning and accepted entries for any publicity, marketing and National Education purposes. The copyright of the works will remain with the film-makers. However, due credit will be accorded to the relevant film-makers should the Organiser use their films.
  18. All submissions are non-returnable.


A jury panel comprising film industry professionals and partners of ciNE65 will judge each film based on the following criteria:

The film should reflect the theme “Singapura”.
The film should be effective in engaging and encouraging viewers to reflect on the messages behind the story.
The technical execution of the film should be effective. This includes quality visuals, sound design and audio integration, and other relevant aspects that contribute to a positive viewing experience.
The film should be presented in a unique manner through the use of creative story telling and film making techniques, innovative writing and directing, and an original plot.
The film should elicit an emotional response and leave a lasting impression.

There are three award categories: Jury’s Choice Awards, Audience Choice Awards and the Inter-school Challenge. Jury’s Choice Awards comprise eight awards each for the Student and Open Category, and the Audience Choice Awards comprise three awards.

Only entries shortlisted by the Selection Panel will qualify for the award/s. The Inter-school Challenge comprise of one challenge trophy.

An entry may be nominated for more than one award. A winning entry for any award will still be eligible for other prizes that it is nominated for.


The winners of these awards will be determined by the total number of votes the submission received from the members of the voting public over the voting period. The selection panel will shortlist the films before releasing them for public voting. Supporters can vote via the ciNE65 facebook app. Members of the public are limited to one vote per available platform, i.e., facebook account or/and mobile phone number per video for each award. The Organiser reserves the right to remove votes cast in significant blocks, either by technical enhancements, or otherwise, that unfairly influence the outcome of the voting.

The winners for these awards will be 100% determined by a panel set up by the Organiser. To be eligible for the Jury’s Choice Awards, the submission must meet the criteria set out by the Organiser; this being originality, relevance to theme, ability to convey your idea/message and emotive impact of the video, and execution and treatment of the video. For the avoidance of doubt, the Organiser reserves the sole right to determine if the submission meets the criteria, and will do so, with the collaborative input of the judging panel in accordance with these Terms and Conditions, and where appropriate, through any other means it chooses at its sole discretion. The awards are:

Inter-school Challenge

The Inter-school Challenge trophy will be given to the school with the highest number of quality entries submitted in the Student Category by teams comprising all members from the same school. The number of submitted, nominated and winning entries will be taken into consideration during the tabulation of scores for this Challenge. The Organiser reserves the sole right to determine if the entries submitted meet the aforementioned criteria.

Inter-School Challenge Trophy


The Inter-School Challenge Trophy will be given to the school with the highest number of quality entries submitted in the Student Category by teams comprising all members from the same school.

The prizes are non-transferrable and non-exchangeable. No cash equivalent or alternative prizes will be given. However, the Organiser reserves the right to substitute, add or alter any item on the list of prizes offered for one of equal value due to circumstances beyond its control without any prior notice. The list of prizes, as updated by the Organiser, will be published on the Competition website.

All winners will be notified via email or contact number provided in the registration form. Winners will be solely responsible for collecting their prizes at the Awards Ceremony, details of which will be advised later. All prizes not collected by the stipulated deadline may be forfeited by the Organiser, without further recourse by the winner of that prize. At the discretion of the Organiser, all unclaimed prizes will be redistributed to charity organisations or returned to the respective sponsors.

Without prejudice to any other provision of the Terms and Conditions, the decision of the Organiser on the prize to be awarded to any winner is final, and no correspondence pertaining to the decision will be entertained.
